The city is divided into four wards to be designated as follows:

(a)   First Ward. - All that portion of the city lying north of the center of Oregon Street and west of the center of Seventh Street.

(b)   Second Ward. - All that portion of the city lying north of the center of Oregon Street and east of the center of Seventh Street.

(c)   Third Ward. - All that portion of the city lying south of the center of Oregon Street and east of the center of Seventh Street.

(d)   Fourth Ward. - All that portion of the city lying south of the center of Oregon Street and west of the center of Seventh Street.
