Article 1. City Elections

The election of city officials shall be conducted in all respects as provided by the laws of Kansas governing the holding of city elections.

At all city elections the polls shall be open at 7:00 a.m. and close at 7:00 p.m., unless different hours are set and publicly announced by the county election officer.

Those governing body positions with terms expiring in April 2017 (i.e., the commissioner of finance and the commissioner of police), shall expire on the second Monday in January of 2018, when the city officials elected in the November 2017 general election take office.  Those governing body positions with terms expiring in April 2018 (i.e., the mayor), shall expire on the second Monday in January of 2019, when the city officials elected in the November 2018 general election take office. Those governing body positions with terms expiring in April 2019 (i.e., the commissioner of streets & parks and the commissioner of utilities), shall expire on the second Monday in January of 2020, when the city officials elected in the November 2019 general election take office.

(a)   Beginning in 2018, the terms of officers elected in the fall of 2017 shall commence on the second Monday in January following certification of the election.

(b)   Every person elected or appointed to city office, before entering upon the duties of such office, shall take and subscribe an oath or affirmation as specified in K.S.A. 54-106, and amendments thereto, and every such oath or affirmation shall be filed with the city clerk.

In accordance with K.S.A. 25-205, and amendments thereto, any person may become a candidate for city office elected at large by having had filed with the county election office either of the following:

(a)   a declaration of candidacy, accompanied by any fee required by law; or

(b)   a nomination petition. The nomination petition must be signed by five qualified electors of the city.
