There is adopted by the governing body of the city, for the purpose of establishing rules and regulations for obtaining a pawnbroker’s license and for the regulations of pawnbrokers, their licensing fee, and penalties for violation of the rules and regulations, pawnbrokers located within the city limits, the following state statutes: K.S.A. 16-706:722 and all sections thereto as amended. The statutes are located in the Kansas Statutes Annotated, Volume 2. Such statutes are adopted and incorporated as fully as if set out at length in this chapter, and from the date of which the ordinance, codified in this chapter shall take effect, the provisions thereof shall be controlling in regard to the issuance of pawnbroker’s license, fee for license, and rules or regulations regulating pawnbrokers within the city limits.

The validity of any section or provision of this chapter or of the statutes adopted in this chapter shall not invalidate other sections or provisions thereof.

The city clerk shall keep not less than three copies of the statutes and the ordinance codified in this chapter, and shall have marked or stamped upon it, “Official Copy as Incorporated by Ordinance No. C-563.”
