All business houses and dwelling houses situated within the city limits shall be numbered by the owners, or the agents of the owners thereof, at such times and in such manner as is designated in this chapter.

All buildings used for dwellings or business purposes on streets running north and south shall start with the number 100 at Oregon Street and shall increase therefrom, northward and southward, by one hundred for each city block; each consecutive hundred shall begin at each consecutive intersecting street north and south from Oregon Street.

All buildings used for dwelling or business purposes on streets running east and west shall start with the number 100 at First Street and increase therefrom, eastward and westward, by one hundred for each city block; each consecutive hundred shall begin at each consecutive intersecting street east and west from First Street.

(a)   Each building, lot, or parts of a lot or location shall be assigned whole numbers only.

(b)   One whole number shall be allotted to every city lot on streets running east and west, except that whole numbers shall be given every half lot on Oregon Street between Fourth and Ninth Streets.

(c)   Whole numbers shall be given every 50 feet on streets running north and south, except whole numbers shall be given every 25 feet on Sixth, Seventh and Eighth Streets between Utah and Delaware Streets.

The odd numbers shall be allotted to the south and east side of all streets, and the even numbers shall be allotted to the north and west sides of all streets.

Each dwelling and business building within the city shall be marked with its proper number placed in a conspicuous place above the front door to such building, or in plain view from the sidewalk, and in legible figures by the owner or occupant of such building.

In case of doubt or where a question arises as to the proper number to be assigned to any building or area, the city engineer shall decide the question and fix the number of such building or area.

It is unlawful for any person to violate the provisions of this chapter, or for any person to remove, destroy or in any way injure any number put on any house or building as provided in this chapter.
